Incinerate 2.25 s cast talented:

2.25 / 1.0 = 1.05 * 1.03 * 1.3 (bloodlust) * haste from gear
haste from gear = 1.60 = 60% = 1969 haste rating

The only way you'll cap out incinerate aside from gimmick buffs (like vezax/hodir) is by using a speed potion during a haste proc (engy gloves/trinket/black magic) with full haste gear from ilvl 277 ICC gear. You shouldn't have to worry about it.

BACKDRAFT DOES NOT AFFECT HASTE CAP! It reduces the GCD by exactly as much as it reduces the cast time.
